Description
The Financial Controller is responsible for ensuring the financial integrity of the organization through effective management of grants and fiscal resources. This role includes oversight of financial operations, adherence to compliance regulations, and provision of detailed financial reports to support informed decision-making. The Financial Controller will also lead initiatives to enhance fiscal processes and ensure the successful implementation of financial strategies across the organization.

Requirements
The ideal candidate will be a certified public accountant or has, at a minimum, a baccalaureate degree in accounting, business, fiscal management, or a related field.
-Responsible for all financial matters of federal grants (typically HHS) USDA, fee-based, donation-based programs. Work closely with the Executive Director, executive team, and the Board of Directors to develop and implement financial strategies for the organization. Oversee financial compliance for federal and private grants. Manage fiscal department staff.
-Develop budgets, financial forecasts, COLA, carryover, and budget revisions.
-Monitor all financial transactions to ensure compliance with applicable federal and state regulations, as well as Agency’s Fiscal Policy, Procedures, and Cost Allocation Plan.
-Ensure timely maintenance and updates of Cost Allocation Plan, Fiscal Policy and Procedures and Property In-Kind Evaluations in accordance with applicable federal regulations and to ensure effectiveness of internal controls.
-Oversee fixed asset management, ensure inventory is up to date, and maintain fixed assets and depreciation schedule.
-Coordinate with external insurance broker for annual renewal of various business insurance policies (General Liability, Property, Bond, Vehicle, Child, and Fidelity).
-Oversee bi-monthly payroll process to ensure accuracy.
-Review all procurement-related financial transactions and monitor Accounts Payable for timely vendor payments.
-Obtain and/or review bids for equipment and maintenance projects as required.
-Monitor accounts receivable for fee-based program, review annual childcare rates.
-Complete month-end financial close out process, including variance analysis and balance sheet reconciliations.
-Prepare monthly financial reports and present reports to Executive Director, Finance Committee and/or Board of Directors.
-Coordinate annual financial A-133 audit and preparation of IRS form 990 with external CPA form.
-Coordinate with external accounting consultant on quarterly financial reviews and other matters.
-Oversee preparation of other federal and state filings (payroll, unclaimed property, 1099’s, IRS form 5500, Form 102, sales tax exemption, State Corporation Commission annual report, etc).
-Prepare Federal Financial, Tangible Property, and Property reports in accordance with grant schedule.
-Assist Executive Director with grant applications.
-Manage fiscal department staff.
-Coordinate preparation of Agency’s Annual Report to the public.
-Participate in Agency’s Policy development and changes as a member of the executive team.
-Monitor cash flow and availability of funds to ensure federal grant draw are executed timely.
-Advise Executive Director, Finance Committee, and the Board of Directors of financial issues and developments.
